Marine Terminals: Project Experience: Import Terminals
_ Project Experience: Import Terminals

Over an eight year period INTEC provided design engineering and construction management services for four successive SPM import terminals for Chinese Petroleum Corporation (CPC) in Taiwan, as CPC expanded its crude import facilities to keep up with increased refinery output.

The first two terminals were built in Kaohsiung. SPM No. 3 consisted of an SPM and an 8 km long 56-inch crude oil offloading line, paralleled by a 16-inch bunker fuel loading line. It is capable of offloading 300,000 DWT tankers. SPM No. 4 was installed for import of naphtha and diesel fuel by tankers of up to 150,000 DWT, and involved two 34-inch pipelines. Subsequently INTEC provided engineering and construction management services for the upgrading of pipelines, PLEM's and CALM buoys at SPM No. 1 and No. 2 near Shalung in northern Taiwan. This series of projects for CPC is evidence of the trusting relationship INTEC can build with Clients.

Another challenging project was a crude oil import terminal for the Caltex and Shell refineries being built near Rayong, Thailand. The CALM buoy was located 19.3 km from shore in the Gulf of Thailand, and connected to shore facilities through a 48-inch diameter pipeline, capable of offloading 280,000 DWT tankers. INTEC's role involved detailed design, survey supervision, preparation of specifications and tender documents, assistance in contract negotiations, and inspection and construction supervision services. Special features of this project were the long pipeline, and operational issues of crude quality monitoring and custody/transfer for dual users.

One of the most significant import terminal projects INTEC has been involved with in Southeast Asia, is the Melaka Refinery facility on the west coast of Malaysia. This is an import facility for up to 280,000 DWT tankers to supply, this refinery operated by Malaysian Refining Company. INTEC had responsibility for site selection and survey, basic and detailed design, procurement services, preparation of tender documents and assistance during the tendering process, inspection and construction supervision, and assistance during commissioning and start-up.
