While the construction contractor may be responsible for successful installation of the works, such as in the case of a lump sum contract, it is in the interest of the Owner to have a degree of control that ensures timely completion and adherence to the technical project requirements and permit stipulations. Construction management typically includes:

• review and approve contractor construction procedures
• witnessing performance and calibration tests of construction equipment
• witnessing welder qualification and procedure tests
• supervising fabrication of facilities
• supervising field construction activities including dredging, jetty construction, pipeline installation, pipeline trenching, and mooring installation
• supervising testing and pre-commissioning
• contract administration such as schedule and cost control, progress measurement, and approval of invoices
• compilation of as-built documentation
